Do Supplementary Jobs for Welfare Recipients Increase the Chance of Welfare Exit? Evidence from Germany

Welfare recipients in Germany are allowed to take up supplementary jobs while receiving welfare. The possibility of having a job was introduced reduce welfare dependency and facilitate successful labor market integration. In the present study, we use German Panel Study Labour Market Social Security (PASS) for years 2006-2014 analyze impact on chances exit. Dynamic multinomial logit models controlling unobserved heterogeneity problem initial conditions reveal that (part- full-time) employed males more likely exit receipt into employment than their non-employed counterparts. This effect is not driven by household composition changes or earnings increases members. For women, however, find only stepping stone effects full-time during receipt. Women part-time have an even lower probability leaving employment.
